The issues of the organization of universities in Russia and Europe in the second half of the XIX century are analyzed. The texts of the Russian philosopher and public figure Konstantin Dmitrievich Kavelin (1818–1885) were used as a source. From the perspective of Kavelin's observations, a range of issues that actualize the activities of universities in the 60–70s of the XIX century is outlined. It is concluded that the main topics in Kavelin's reflection were the following: the relationship of university science and teaching with historical realities and cultural traditions of peoples; the semantic significance of classical (theoretical) and polytechnic (practical) education; freedom as a symbol of the university community and the transformation of its forms under the influence of new factors of scientific and socio-political life.
