Abstract

The article discusses interdisciplinary research on the monitoring of the state and development of the territory, in which information is defined as an important resource for making managerial decisions (these studies are relevant for the digital society). The organization of municipal and regional management bodies implies a dynamic structure of information interaction that meets current and future challenges. The approaches to model building are considered on the basis of classical graph theory, index analysis methods that allow performing transformation of structures, and providing search of information network vulnerabilities. Quantitative estimations of elements and their links are suggested to be obtained in the form of index convolution according to the polar index form. The achieved level of complexity in modelling ensures system protection and high ability to maintain basic information flows during structure transformation.
