Abstract

The article is devoted to the analysis of contradictions between the real municipal practices of filling the position of the head of the municipality and the ideas of citizens regarding the models of his election. Research methodology: analysis of normative legal acts, statistics, data of sociological studies conducted in the Tver region (2012–2021). Research results: legitimate models of electing the head of the municipality are defined; narrowing of field of application of procedures of direct elections and growth of orientation to using a «competitive model» are revealed; factors of refusal from direct elections are investigated; the ideas of citizens of the ways of electing the head of the municipality, their attitude towards direct elections and the «competitive model» are studied; the growth of activist attitudes of citizens is identified; it is determined that the institutional design of the local self-government system does not take into account the self-governing potential of the population; solutions are shown.
