Abstract

The article presents some results of an initiative research development by members of the interdisciplinary scientific school "Industrial management elite of development" of the development of innovations" entitled "Protection of traditional Russian spiritual and moral values, culture and historical memory as the eighth strategic priority of national security." It is indicated that in order to justify decisions made in conditions of partial or increased uncertainty, it is necessary to apply expert assessment methods and that the method used in the Istratov – Zvyagin model is no exception in this sense. Based on a mathematical model of a neural network, a method for monitoring the online status of achieving the goals of the eighth priority of the national security strategy is described (the Istratov – Zvyagin utility model). It is noted that this method, according to formal criteria, belongs to the number of expert-statistical methods in terms of obtaining and integrated processing of information of objective and expert origin. It is concluded that the practical implementation of the described model at the national and regional levels requires preliminary research work (for example, on the basis of one of the research institutes specializing in the issues of obtaining and processing statistical information).
