Abstract: The article discusses the approach to Popper on the problem of historicism. It is
indicated that the criticism of historicism is connected with the socio-political views
of the philosopher. It is noted that under the term historicism K. Popper implies a
certain view of history, according to which the historical process is controlled and
predetermined on the basis of laws.

ANALYSIS OF ONLINE NETWORK RESOURCE

Abstract: The elements of political culture (the value-motivational component of political
participation, the content of political expectations, attitudes, value orientations) of
male deputies under the age of 30 who were elected to Russian regional
parliaments in the period 2016–2021 are analyzed («VKontakte», Facebook,
Instagram, etc.), the source base of the study were network resources – personal
accounts of parliamentarians in social networks. The authors of the publication
come to the conclusion that the motives of political participation of young men in
the activities of regional parliaments are conscious, and their value orientations
depend on party affiliation. As a key setting of the political behavior of young
deputies, the authors highlight the desire to achieve victory, common non–party
values – patriotism, understanding of the great historical past of the Russian state.

Abstract: Any modern state faces a large number of challenges, both in the process of its
internal development and in its foreign policy interaction. Dynamically changing
political agenda forces to make decisions aimed primarily at protecting
national interests and citizens. During the analysis of the processes taking
place in the world political agenda and events, it can be concluded that the
main task facing the state becomes the preservation of sovereignty as the
highest value. In the article, its significance is emphasized by definitions formulated
in the course of the development of socio-political thought. It is noted that
it is important to preserve not only national sovereignty, but also cultural
sovereignty, which is an important condition for improving society, the people
and the state.

Abstract: The paper considers the issues of influence on the individual's consciousness. The
difference between speech manipulation and the concepts of lies as a process of
complete distortion of reality, and the concept of «propaganda» is indicated, since
speech manipulation does not carry ideological pressure. The neuro-linguistic
programming contributing to a successful strategy of social interaction in the social
sphere of life is analyzed. The authors consider the methods applicable to the study
of discourse as an element of a communicative system.

STUDENTS' VALUE REPRESENTATIONS
IN THE PHILOSOPHICAL DISCOURSE

Abstract: The thesis is put forward that the student as a subject of philosophical discourse
plays a double role: he participates in the creation of the value system of university
education and at the same time experiences its powerful axiological influence. The
genre of the philosophical essay is presented as an accessible and productive way
to get acquainted with the students' value ideas. The analysis of student papers
showed that for the vast majority of students, three semantic groups are the main
ones: the values of life; the values of education; the values of social actions and
communications.

Abstract: The article discusses the distinctive features of engineering activities. It is noted
the importance of determining the psychological determinants of the reliability of
engineering activities at the initial stage of professional formation, where
engineering thinking is one of the leading factors. Based on the theoretical
analysis of domestic and foreign sources, «universal» criteria of engineering
thinking are substantiated (logic, rationality, objectivity, reliance on images and
symbols, general technical orientation as engineering skills of students, modeling,
establishing relationships between subjects surrounding reality). Students
of 1–2 courses of engineering specialties of different professional orientations
acted as the examined contingent. Conclusions are formed, which describe the
characteristics of the manifestation of engineering thinking of students studying in
technical specialties. The revealed patterns can act as a resource potential for the
reliability of professional activities.

Abstract: It is emphasized that in modern society stress becomes an integral feature of an
individual's life and manifests itself in many spheres of activity, including labor. It
is indicated that it is often the professional activity and the situation at the
workplace that become stress factors in a person's life, which lead to serious
consequences not only for health, but also for the realization of the labor function.
It is noted that with prolonged stress, a person loses the ability to work as efficiently,
qualitatively, as in a stable state, productivity decreases. Stress management
techniques are considered as necessary tools for working with personnel in modern

Abstract: It is emphasized that the role of engineering innovations in the life of modern
society cannot be overestimated; the technical solutions developed by engineers are
a necessary condition for the functioning of industries of various levels in different
spheres of the market economy. It is indicated that the introduction of engineering
achievements in professional industries (education, social services, medicine, etc.),
which are not directly related to technology and technical processes, through
computerization determines the demand for the profession of an engineer. Topical
issues related to the training of engineering personnel in specialized institutions are
listed, whose task is the formation of professional competencies that meet the real
needs of employers, including psychological components of professional reliability.
It is concluded that the complex of indicators of professional reliability of an
engineer contained in numerous works of researchers is quite wide (it includes
physiological indicators, individual psychological, psychological), the continuous
complication of the conditions of professional engineering activity currently gives
grounds for a deeper study of its content.

OF ASSOCIATED PETROLEUM GAS
IN THE RUSSIAN FEDERATION

Abstract: The article discusses the federal regulatory framework for ensuring the rational use
of associated petroleum gas (hereinafter referred to as APG) in the Russian
Federation at the present stage. It is shown that in the Russian Federation, as in
other oil-producing countries, this problem can be solved only by joint efforts of oilproducing companies and the state as a whole, taking into account the industrial
potential of the country and the value of this raw material. A subjective analysis of
the relevant research data allows us to give a preliminary conclusion that here the
interests and contradictions of many interested subjects of such legal relations
converge. It is necessary to take into account: firstly, the ecology and health of the
population of the country; secondly, the interests and profits of subsoil users, gas
processing enterprises, consumers of products; third, regional interests, taking into
account the locations of APG production, infrastructural restrictions, etc. All of the
above indicates that the state should pursue a flexible and «prudent» policy of state
regulation of APG use, so that it is economically beneficial for oil producing
companies and increased their interest in the rational use of APG.

FEATURES OF THE TRANSFER
OF REAL ESTATE OBJECTS
FROM RESIDENTIAL TO NON-RESIDENTIAL

Abstract: The procedure and procedure for transferring real estate objects from residential to
non-residential in accordance with organizational and legal support are analyzed.
The algorithm of conversion of residential premises to non-residential, based on the
law enforcement practice of housing and urban planning legislation, is considered.
It is emphasized that the relevance of this topic is due to modern trends, in
particular, the increasing need for the transformation of household housing
infrastructure, especially in large settlements with dense multi-storey buildings. In
the course of the study, the main problems and difficulties of the procedure for
transferring real estate objects from residential to non-residential were identified
and the causes of their occurrence were established. The ways of solving the
problems arising in the preparation of documents for the transfer of residential
premises to non-residential are proposed.

Abstract: The article examines the problems of the leasing market, the volume of opening a
new business by entrepreneurs and companies. The package of state support
measures is analyzed, which provides for a number of economic measures for both
small and medium-sized businesses and system-forming enterprises. The calculation
of lease payments under the financial leasing agreement is carried out, taking into
account state support measures. The overpayment is compared with decreasing and
uniform schedules of leasing payments.

WORLD TRENDS FOR RATIONAL USE
OF ASSOCIATED PETROLEUM GAS

Abstract: The world trends of rational use of associated petroleum gas are considered. It
is shown that at the moment the problems of its utilization have been actualized
in connection with the policy aimed at reducing flaring, rational use of natural
resources, the development of related sectors of the economy and the formation
of a green economy in European countries. It was noted that the initiators of
these changes at the international level are the United Nations and the World
Bank. It is emphasized that national governments are developing their own
approaches to solving this problem. It is concluded that the successful
experience of the USA, Canada, Norway, Saudi Arabia can be used in modeling
the process in other oil-producing countries, including Russia.
