Hempel's models of explanation. It is demonstrated that the philosopher
substantiated and analyzed the causal model of explanation, showed the importance
of logic in the procedures of explanation.

SOCIAL IDEAL OF A FAMILY HOME:
FUNCTIONAL AND PLANNING ASPECT

Abstract: The social ideal of housing is considered as a measure of compliance of the living
space with relevant values, criteria for assessing reality and activity guidelines.
Country and region, natural and climatic conditions, type of dwelling, architectural
context, social environment, state of economy, ecology are the most important
aspects of understanding the environment. The key features of the phenomenon
«family home» are indicated: a) a large time length of the life cycle of buildings;
b) following the centuries-old traditional space-planning and structural solutions.
It is shown that the nature of the subject-spatial content of residential areas reflects
the dynamics of social life. There is a smoothing of the differences between living in
a large city and rural areas. The interrelation of the organizational structure of the
household and the place of residence is analyzed. It is shown that it is impossible to
single out one type of dwelling as a social ideal in the modern world, which is
constantly changing its image (balance of properties).

THE PROBLEM OF PROTECTING NATIONAL INTERESTS

Abstract: The article raises the issue of preserving the national sovereignty of the modern
state in the context of the development of modern democracy. Globalization has a
great impact not only on socio-economic and cultural ties between countries, but
also on political processes taking place within states. However, such practices
cannot be assessed on the positive side in order to protect national interests and
preserve states' identity.

SOCIAL RELATIONS
AS A FORM OF SOCIAL CAPITAL

Abstract: The capital integration into the social network is considered as a direct and
indirect resource for ensuring overall well-being. The authors draw an analogy
between material and social capital in order to obtain the expected direct or
deferred income. Some differences, features, and conditions, beyond individual control, are given. Social resources are based on the actor's relationships
network: either an unconditional transfer of resources, or an exchange of
resources. The sociological explanation of resource allocation in social networks
explains the emergence of behavioral expectations within the general model of
actions. A specific action model, which is supported by the investment theory, is
proposed

THE PHILOSOPHICAL ASPECT IN THE POETRY
OF SERGEI YESENIN (AS EXEMPLIFIED
IN SOME ENGLISH TRANSLATIONS)

Abstract: In this article, based on comparative and semantic analysis, an attempt is made to
consider samples of the philosophical lyrics by Sergei Yesenin, contributing to the
disclosure of the manifestation diversity problems of the Russian national character
and understanding of national life during the confrontational revolutionary coup of
1917 and through the subsequent Civil War. Espousing the philosophy of the Russian
spirit and its sacredness, the poet characterizes the national Russian character as a
structure formed by Orthodoxy and implying both spirituality and spontaneity, rooted
in the mythological history of the ancient Slavic tribes. As a result, the peculiarities of
the author's poetic language, impregnated with original philosophical metaphors and
dialectal vernaculars, induce natural difficulties in reflecting the author's
metaphorical imagery and philosophical poetic tonality in these works’ translations
into English. At the same time, Yesenin's philosophical understanding of the Russian
national character is distinguished by special enlightenment and optimism, as well as
the affirmation of the Russian people’s best qualities.

LEGAL COMPETENCE OF STUDENT YOUTH

Abstract: The article discusses the issue of the formation of the legal competence of student
youth. It is based on the study of the level of legal culture of students of the Tver
State Technical University (hereinafter – TvSTU), which is phenomenological in
nature. It is shown that the respondents are inclined to the priority of law and law,
and the most important human rights are freedom of conscience, freedom
of speech and freedom from humiliating and offensive treatment. A subjective
analysis of the relevant research data allows us to give a preliminary conclusion
about the predominance in the minds of students of TvSTU of ways to solve
legal problems with the help of special (power) law enforcement agencies,
as well as about the poor awareness of students. The formation of legal competence
is a multi-stage process in the course of which students must consolidate not only
legal knowledge, but also acquire practical skills in solving legal cases and life
situations.

RENAISSANCE OF THE «ABDUCTION»

Abstract: This article continues the study of the «abduction» tradition, which helps to
determine the limits of freedom of the marriage choice of our predecessors.
Apparently, in the past, «abduction» sanctioned the sexual relationship of a man
and a girl. «Abduction» preceded the girl's entry into adulthood. «Abduction» was
a rite that preceded defloration. The rite of «abduction» has lost its significance as
a result of the spread of the institution of marriage as a contract of family-related
groups of the bride and groom. However, later the second «birth» of the old
tradition occurred.

ON THE DEVELOPMENT OF ACTUAL PROBLEMS
OF PSYCHOLOGY: THE POSITION OF SOVIET SCIENTISTS

Abstract: The article presents information about the reports of corresponding member
B.F. Lomov of the Academy of Sciences of the USSR and Academician of the
Academy of Sciences of the Georgian SSR A.S. Prangishvili on the topic «On the
development of actual problems of psychology» at the meeting of the Section of
Social Sciences of the Academy of Sciences of the USSR on December 6, 1979. In
the report of B.F. Lomov, it was pointed out that special attention should be paid to
the problem of motivation and needs, mechanisms of formation and development of
the motivational sphere of the individual. The scientist noted that the further
development of psychology required a more in-depth development of philosophical,
methodological and general theoretical problems (such as problems of personality,
individual consciousness, needs, abilities, activities, communication), research of
mental processes and states and their substrate – nervous processes. A.S. Prangishvili believed that the analysis of social trends and phenomena cannot be
considered complete if the nature of specific features of personal character, the
formation of which reflects certain relations of the process of solving the problems
of communist construction, is not considered. He reported on the developed method
of fixed installation, which, representing a disposition to a certain form of responsethe psychological organization of the internal environment of the individual, acted
as a characteristic of the integral state of the subject of mental activity at each
discrete moment of its activity that in the speeches of scientists, a significant place
is occupied by ideological statements, references to the speeches of the ideologists
of the Communist Party, concerning the issues of solving the problems of educating
a new person, developing typical socialist personality qualities, etc. No public
speech was complete without such statements during the period under review. At
the same time, the coverage of actual problems of psychology is of considerable
interest for the study of the history of psychology in the USSR, in particular, its
academic direction.

SOCIO-PSYCHOLOGICAL FEATURES OF CROWD BEHAVIOR
DURING POGROMS OF THE SECOND HALF OF OCTOBER 1905

Abstract: The article attempts to consider the October pogroms of 1905 taking into account
the theoretical tools developed in social psychology when studying the actions of
large masses of people. The role of rumors and circular reactions in the
formation of pogromic crowds is shown, their typological features are revealed,
on specific historical examples the behavioural stereotypes of pogromic
participants are traced.

PROJECT MANAGEMENT AT THE REGIONAL
AND LOCAL LEVELS – ANALYSIS OF THE REGULATORY
FRAMEWORK

Abstract: The article deals with the regulatory framework regulating the project activities of
public administration and local self-government bodies. The review of state
standards on project management is presented and the analogy of these regulations
with international standards is made. The methodological recommendations
No. 26R-AU of 14.04.2014 and the regulation of the Government of the Russian
Federation No. 1288 of 31.10.2018 on the content compliance with GOST
requirements were studied. According to the author, strategic errors in the
development of project documentation are identified, in particular, when planning
projects, due attention is not paid to monitoring risks and stakeholders, which can
lead to negative consequences when implementing projects at the state and/or
municipal level. Based on the studied federal regulatory framework in the field of
project management, regional government resolutions were considered. As an
example, the article provides a brief comparative analysis of regional regulations of
the Governments of the Yaroslavl, Vologda and Belgorod regions.

Abstract: The article discusses the main digital technologies for the provision of public
services, studies the trends of their application, analyzes the factors of influence on
the development of digital technologies in the field of public services. The analysis
of the use of digital technologies in the system of providing public services as a
whole in the Russian Federation, as well as in federal districts, is carried out. It has
been established that the transfer of public services to digital format can
significantly improve the quality of services provided, ensure citizens their
availability and timely receipt.

DIGITALIZATION TRENDS IN THE MINING SECTOR

Currently, 107 different types of digital technologies are used in the mining sector.

FORMATION OF THE INDUSTRY

Abstract: This article provides a history of strategic HRM especially this science formation.
The definition of strategic personnel management is given. The article examines the
science in the past, the process of this field development, including conceptual
model, empirical research and empirical review periods. The phases of the origin of
the personnel management system are given. The authors consider the typology of
HR system creation by comparing corporate growth expectations with
organizational readiness. The impact of both administrative information and
strategic context on the input data, behavior, and results is mentioned.

scientific and educational environment of the university. Particular attention is paid

components in their relationship with the implementation of the mission of TvSTU.
